Monitoring, Evaluation, and learning (MEL) Services and support program is a 5-years 15 million US$ MEL platform funded by USAID and implemented by QED Group (US). In partnership with the Mitchell Group, Inc. (TMG), Beit Al Karma Consulting evaluated the effectiveness of the MEL platform specifically on how platform’s technical assistance services has supported the improved capacity of USAID’s staff and implementing partners alike and how the platform has documented, shared and adopted learnings to improve programs.
Evaluation activities and tasks included the conduct of Most Significant Change survey; the conduct of 91 Key In-depth interviews; 8 Focus groups discussions. Findings were quantized into themes and triangulated. Beit Al Karma has provided Senior Evaluation Specialist, Senior Capacity Building Specialist, Junior M&E officer as well as data transcribing staff.
The evaluation services have informed the design of the follow-on 5 years MEL platform which has emphasized on the capacity building of USAID Technical Representatives as well as USAID implementing partners. The follow on also emphasized on learning activities to continuously capacity develop, adapt activities, and inform decision making.
